is it considered acceptable to build a raised bed garden on top of an area of my property that has leeching fields for a septic system running below.

www.wolvertonenvironmental.com You might also want to look at the long-time work of Bill Wolverton in using plants to purify air & waste-water.  Do you know exactly what is going into the leeching fields on your property? And the construction perameters of the leeching fields?
I would think it largely depends on whether the septic system is still in good working order. When was the last time it was pumped? And, I would the septic inspectors your questions about installing a garden.
