Why are my Brussel sprouts not producing?

I transplanted Brussel sprouts about 2 months ago. Only very tiny "sprouts" formed in the juntion between the stem and leaves. I broke off the leaves so more energy would go into formation of the sprouts. They are growing extremely slowly. Is this normal or have I done something wrong? At this rate, they might not be ready until October.

It could be that you've done nothing wrong: there are some varieties that take over 100 days to produce good-sized sprouts.
