Question
I can say for sure that the tomato should be able to. I planted out some cherry tomato seedlings one year, then decided to bring them inside at the end of the season. I kept it for 2 years in the hanging basket. It was pretty weak and only gave me a few tomatoes. But this year I decided to refresh it. I cut a runner off the original plant and now it is growing super healthy and strong. So this particular Tomato plant will have been over 3 years now in my hanging basket.
