You approach & capabilities make this your project interesting & promising. Are you aware of the work of Will Allen at www.growingpower.org? They are doing for needy urban communities what you propose to do for more out-of-the-way places that aren't yet on the communication network. I think some alignment of your programs would be both welcome & strengthening all around. After all - the vested interests of industrial agriculture are very aligned ...
I am indeed aware of Will Allen, and hope I can meet him on my trip back through the Midwest. The ultimate solution is a reverse migration from urban to rural areas. Cities are noisy, dirty, dangerous,ugly, and expensive. They are vectors for crime and disease, and are usually food deserts, except for the wealthy neighborhoods. The present food system is broken because it subsidizes the cost of feeding people in cities by not paying farmers, farmworkers, or food service workers their worth. Cities are a relic of the Industrial Age; people simply don't need to live cheek-by-jowl anymore.
Yes, and more ... Arable land with water is limited by material reality. John Jeavons' work & books have been helpful. His years' of growing-research at Ecology Action farm at Willets, CA show that a nourishing vegan diet for one can be grown on 4,000 sf - if using skillful, organic biointensive methods. In this video at Google Talks, he points out that the often-organic food served in Google's famous cafes is grown at about 30,000 sf for one efficiency. Lots to learn & teach.
